The Land of Confusion has provided an answer. Remember the mystery blimp? As it turns out, it does not monitor traffic, it is not practicing for the upcoming Super Bowl, and wouldn’tcha know it was not sent by the aliens (bummer, I know).
It is a Joint Land Attack Cruise Missile Defense Elevated Netted Sensor (JLENS) and is relatively new to the Baltimore skies. The army launched this JLENS shortly after Christmas in 2014 and its purpose is classified…well sorta, but not really. You can read about it here:
